In the central bank books the entry needed is to debit cash in bank and credit loans receivable. The central bank issues a cheque payable to the the government. In the government books after receiving a cheque from the central bank, the entry would be, debit loans payable and credit an equity account named, peoples share value. The money received from the central bank can be paid out to the citizens of every country, who in turn would apply it to their debt, save the money or spend it on new purchases.
